The Inter-Parliamentary Union is an international and well recognized organization established in 1889 by Frederic Passy (France) and William Randal Cremer (United Kingdom). The Union is the focal point for world-wide parliamentary dialogue and works for peace and co-operation among peoples and for the firm establishment of representative democracy. It was the first permanent forum for political multilateral negotiations. Initially, the organization was for individual parliamentarians, but has since transformed into an international organization of the parliaments of sovereign states.
The union Contributes to the defence and promotion of human rights - an essential factor of parliamentary democracy and development and to better knowledge of the working of representative institutions and to the strengthening and development of their means of action.
